Update on BEG-EM funding
Good news for homeowners: Starting from February 27, 2024, applications can once again be submitted for state funding for heating systems and individual energy measures. The new Federal Funding for Efficient Buildings - Individual Measures (BEG-EM) offers attractive subsidies for the replacement of oil and gas heating systems, insulation of building envelopes, and other measures.
Higher subsidy rates and attractive bonuses
A new development is that subsidy rates have been significantly increased. For new heating systems based on renewable energy, there are subsidies of up to 70 % of the investment costs (maximum € 30,000 per residential unit). Heat pumps using water, soil, or wastewater as a heat source even receive an efficiency bonus of 5 percentage points.
Homeowners with low incomes can additionally benefit from an income-dependent bonus of 30 %. Furthermore, there is a climate speed bonus of 20 % for replacing an oil, coal, gas floor-standing, or night storage heating. Wood heaters with particularly low dust emissions are subsidized with a bonus of € 2,500.
New application procedure and higher funding amounts
The application procedure has also been changed. Applications can only be submitted after concluding a supply contract with the installer.
The maximum eligible costs have been increased. For individual measures, the limit is now € 60,000 per residential unit (with a renovation roadmap), and for complete renovations, it is € 150,000.

BEG-EM supports a variety of measures, including:
- Replacement of oil and gas heating systems: Heat pumps, wood heaters, hybrid heaters, fuel cell heaters
- Connection to a district heating network
- Insulation of the building envelope: Facades, roofs, windows, doors
- Installation of a ventilation system
- Heating optimization
Application details
From February 1, 2024, homeowners can register in the customer portal "My KfW" to apply for funding for heating system replacement.
During a limited transitional period until August 31, 2024, heating system replacement can commence before the application is submitted. The funding application at the new conditions can be submitted retrospectively until November 30, 2024. Until then, no dissolving or delaying condition in the contract with the specialized company is necessary.
From September 1, 2024, funding applications must be submitted before the start of the heating system replacement. The contract with the specialized company must then include a dissolving or delaying condition linking the disbursement of the subsidy to the approval of the application.
Since January 1, 2024, the KfW Development Bank is responsible for granting subsidies for heating system replacement. The Federal Office for Economic Affairs and Export Control (BAFA) continues to be responsible for the funding of:
- Building networks (up to 16 buildings)
- Measures on the building envelope (insulation, windows)
- System technology (except heating)
- Heating optimization
