News on the topic of funding through the planned Heat Planning Act
There is some interesting news from federal politics in Berlin on the subject of funding, which we would like to inform you about.
Increase in BEG EM funding quota to 30% for TGA
The BEG funding guideline for individual measures (EM) is currently being revised. The new version is due to come into force on 01.01.2024 in parallel with the GEG. It remains to be seen whether this can be implemented for all program sections of the guideline.
In terms of content, there is very good news: In Berlin, it is assumed that the funding rate for 2024 and 2025 will also be increased to 30% for TGA. This is part of a list of measures to "economically stabilize the construction and real estate industry" published at the "Housing Summit". Funding appears in point 11 of this list, but without any explicit mention of TGA. The Federal Association for Residential Ventilation (VfW), among others, has already called for an increase in the subsidy rates for ventilation with heat recovery, most recently in its statement on the draft EM directive.
The directive is currently still being coordinated at specialist level. However, due to the measures recently adopted at the housing construction summit, a vote in the Bundestag's Budget Committee and publication of the final directive could take place as early as November 2023.
VfW statement on the draft bill for the Heat Planning Act (WPG)
In a study on COP equivalence carried out by the ITG for the VfW, one of the pro-WRG arguments is the technology's usefulness for the grid. By complementing the heat pump, heat recovery has the potential to significantly reduce the load on the electricity grid, especially in winter - by up to 10 GW, as the ITG has calculated.
Due to the WPG currently being discussed in the Bundestag on the upcoming nationwide heat planning, the reduction of the heating demand through heat recovery should be included in order to avoid a possible oversizing of the grids and thus save costs. The VfW expressed this view in its statement on the draft bill of the WPG.
We at LUNOS support the measure to promote the installation of a climate-friendly heating system, which is planned by the federal government as part of additional investment in the construction of affordable and climate-friendly housing and to stabilize the construction and real estate industry economically, and would welcome its implementation.
